The concept? Instead of collecting money to support hurican Katrina victims directly, they are offering an inducement to get folks to donate to established charities like the Red Cross or the Clinton/Bush fund. They are asking people to send in pics of their own boobs to the site, in the spirit of Mardi Gras. In order to see the pics, you just have to send them proof that you've donated money to help with Katrina recovery.
